changed France from a monarchy to a republic.
In Virginia's 1999 elections, control of the
legislature was decided by less than 1,000
votes. In Maryland's 1998 Congressional
elections only 39% of the voting age population
voted!
The voice of many Americans goes
unheard in our political process because they
